Kelantan State Green Practices Community Program

The Kelantan State Green Practices Community Program (PKAH) – enhances community awareness of the responsibility to sustainably protect the environment, through educational approaches, technology, and community cooperation to popularize Clean Kelantan and achieve Sustainable Development Goals (SDG). The PKAH theme is ‘Sustainability Education to Circular Economy’. Meanwhile, the e-PKAH application is developed to become an easy, efficient and practical platform to help the community participate in recycling activities.

The Used Cooking Oil (UCO) Exchange Program is a recycling initiative for used cooking oil, aimed at preventing environmental pollution and encouraging eco-friendly practices within the community. UCO collected from homes, restaurants or schools will be exchanged for incentives such as cash or goods. This UCO will be reprocessed into biodiesel, soap or other products. The program also educates the public not to dispose of oil into sinks or drains which can cause blockages and water pollution.

The recycling program is an initiative to collect, process and reuse waste materials such as plastic, paper, metal, and used cooking oil so they can be made into new materials or other products. The purpose is to reduce the amount of waste to disposal sites, conserve natural resources, and preserve the environment. This program typically involves community participation through waste separation at homes, schools, offices or drive-through recycling centers, while educating the public about responsibility towards sustainable waste management.

The used clothing separation program is an initiative to collect and separate clothes that are no longer in use so they can be reused through donations, recycling, or charitable resale. This program aims to reduce textile disposal to waste disposal sites, support those in need, and foster public awareness towards reuse practices and sustainability. Typically, clothes that are still in good condition are sold (preloved) or channeled to charitable organizations or community centers, while damaged clothes are processed into cleaning rags, industrial materials or converted into alternative fuel.

The e-waste separation program implemented together with the Kelantan State Department of Environment aims to separate and collect electrical and electronic waste such as old mobile phones, damaged computers, televisions, batteries, and unused electrical equipment, so they can be disposed of or recycled safely and in an environmentally friendly manner. The main purpose of this program is to prevent toxic pollution such as lead, mercury and other chemicals that can contaminate soil and water if disposed of carelessly. The collected e-waste will be sent to licensed processing centers to be dismantled, recycled or managed responsibly, while contributing to resource sustainability and public safety.

Food waste refers to food materials that are no longer wanted (whether raw or cooked). Studies found that more than 60% of waste entering disposal sites is food waste. The food waste separation program aims to reduce the amount of organic waste to disposal sites, which can produce harmful methane gas. However, if managed sustainably, it can generate new income such as organic fertilizer (compost) and green energy such as biomass plants or fuel substitutes such as Refuse Derived Fuel (RDF). This program is often implemented at community, school, restaurant and household levels, with support from special bins and consumer awareness education.

According to pollution research statistics from 2016, each household uses a minimum average of 2 kilograms of cooking oil per month, while
of unusable oil is simply discarded.

It is also recognized that the indiscriminate disposal of cooking oil into sinks can cause drainage systems to become clogged and encourage the breeding of pests such as rats and cockroaches. This indirectly becomes a breeding ground for pests that will affect the health of residents.

Recognizing the growing awareness of used cooking oil disposal management, the State Government together with Kelantan Utilities Mubaarakan Holdings Sdn Bhd (KUM) sparked the idea to implement the Used Cooking Oil (UCO) Exchange for Cash and Mystery Gifts Campaign. The impact of this program can produce Green entrepreneurs from UCO that can be recycled into bio-diesel oil, soap, candles, soap flowers and many more downstream products that can be commercialized. This campaign is also one of the Government’s efforts to develop human capital to love the environment and generate side income based on waste materials.

KUM has collaborated with the Kelantan Women’s Development Centre (PPWK) as a collection point for Used Cooking Oil (UCO) by conducting workshops and activities as an effort to build community creativity through Green Practices and subsequently make the Clean Kelantan Campaign successful.
